Position Overview

As a Firearms Eligibility Analyst I in the Firearms Services Bureau for the Division of Justice Services, Uses the internet to research definitions of criminal justice terminology and federal, State of Illinois, and other state's criminal charges and laws related to firearms eligibility. Reviews mental health history hits from the Illinois Department of Human Services (DHS) FOID reporting system. Contacts DHS staff to obtain information regarding incomplete or inconsistent mental health records. Determines if mental health history hits meet federal, out-of-state, or State of Illinois firearms mental health prohibiting criteria. Utilize FLARES, clears firearms prohibitors and issues FOID cards where appropriate. Cites federal or state firearm prohibitor(s) and/or statute authority used to deny or revoke the FOID card. Responds to federal, other states and/or local government inquiries related to FOID appeals. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Essential Functions

  • Reviews, analyzes, and interprets Firearm Owner Identification (FOID) card eligibility information as it pertains to the reinstatement of a denial or revocation of a FOID card by the Illinois State Police (ISP).
  • Reviews confidential documentation from applicants who have appealed the decision to deny their FOID card pursuant to state or federal law.
  • Based on comprehensive research, independently makes decisions to approve or deny a reinstatement of the denial of FOID cards by the ISP considering federal, out-of-state, and State of Illinois convictions or arrests in compliance with Illinois Firearm Owner Identification Card Act, 18 U.S.C. 922(g).
  • Enters information into a computerized case management system, documenting case decisions and findings regarding firearm privileges and FOID card reinstatements.
  • As directed, makes telephone calls in response to documents received regarding FOID reinstatements.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires successful completion of the Firearms Eligibility Analyst Trainee Program.
  • Requires continuous and current Law Enforcement Agencies Data System (LEADS) Less Than Full Access Certification. Failure to maintain continuous and current LEADS Less Than Full Access Certification may lead to disciplinary action.

Preferred Qualifications

  • Two (2) years’ experience using the FLARES Program.
  • Two (2) years’ experience working with FOID and CCL Programs, to include workflow processes.
  • Two (2) years’ experience establishing and maintaining satisfactory working relationships
  • Two (2) years’ experience using Law Enforcement Agency Data System (LEADS) less than full access certification.

Condition of Employment

  • Requires ability to pass background and fingerprint check.
  • Requires ability to pass a drug screening.
  • Ability to become and retain a current interviewer certification.
  • Ability to maintain LEADS certification.
