Job Title: Procurement Specialist III

Job Locations:  Portsmouth, VA 23704

Schedule: Monday - Friday, 8:00am – 5:00pm

Payrate: $35/hr

Job Duties:

• Handling the solicitation, execution, and contract administration processes for procurement of construction services, professional services, nonprofessional services, equipment, goods and other services.
• Drafting/preparing/revising bid solicitation documents for competitive sealed bids and complex negotiations, which may include Request for Proposals (RFP), Invitation for Bids (IFB), and Request for Qualifications (RFQ).
• Notifying vendors of successful bids, evaluating and responding to questions, complaints, protests, and disputes to minimize conflicts resulting from the procurement process.
• Reviewing requisitions, assisting City personnel with the procurement of goods and services, and ensuring compliance with the Virginia Public Procurement Act, as well as federal & state regulations and City Ordinance.
• Implementing the City’s Small, Women, and Minority-owned (SWaM) business program

Minimum/Special/Additional Requirements:

For Procurement Officer II:

• The candidate should possess a minimum of a VCA, preferably a VCO certification, with a minimum of 2 years of experience, preferably with a public sector.

For Procurement Officer III:

• The candidate should possess a VCA, VCO, and CPPB/CPPO, NIGP-CPP or other national certifications, 5 + years of experience, preferably with a public sector.
